A contractor that holds a contract directly with the federal government. Primes are responsible for flowing down CMMC requirements to their subcontractors.
A prime contractor — typically just called a 'prime' — is a contractor that holds a contract directly with the federal government. Primes range from giant defense companies (Lockheed Martin, Northrop Grumman, Raytheon) down to small businesses that have won direct DoD contracts.
For CMMC purposes, primes are responsible for two things: (1) achieving their own CMMC certification at the level required by their contracts, and (2) flowing CMMC requirements down to any subcontractors who will handle the same CUI.
